A lot of the cases are more like endentured servants than out-right slavery, so I think that makes it harder to convict.
I used to work as an attorney's aide in law enforcement, and it is often better to wait and have more evidence so you are guaranteed a conviction. Otherwise, you may lose your chance because of double jeopardy laws.
Still, it didn't sound like investigation was much of a priority.
Unbelievable. I don't understand the lack of arrests. It seems pretty black and white to me.
